AREAS OF PRACTICE
We advice and represent our clients on Amparo Proceedings, across various matters against acts of authority, as well as unconstitutional laws before the Federal Judiciary, including the Supreme Court.
Our practice focuses on administrative proceedings, appeals and nullity suits, representing clients in matters related to tax determinations, fines, public procurement, supplier/consumer regulation, licenses, permits, and concessions, among others.
We advise and successfully represent our clients in investigations of both absolute and relative monopolistic practices, immunity programs, and compliance, as well as in highly complex Amparo Proceedings against fines, asset divestiture, imposition of divestment programs, rights, shares and resolutions issued by the Federal Antitrust Commission and/or the Federal Telecommunications Institute.
We assist companies engaged in the import and/or export of goods, as well as customs agents and agencies, in their foreign trade operations and Customs Law, providing legal consultancy and litigation services through proceedings, nullity trials and amparo proceedings.
We design integrity programs and adequate business practices for our clients, to ensure their sectors and activities comply with applicable regulations.

PROFESSIONAL EXPERIENCE:
Javier has extensive experience in Mexico’s top law firms, including “Galicia Abogados, S.C.” and “Bufete Becerra, Pocorba, S.C.”.
Prior to becoming a founding partner he held the public position of Technical Secretary at the Presidency of the Federal Judiciary Council.
ACADEMIC BACKGROUND:
- Specialization in the Courses for Training and Preparation of Federal Judiciary Secretaries, graduating with the highest average grade.
- Master’s degree in Constitutional Procedural Law from Universidad Panamericana, graduating with honors.
- Diploma in Amparo Proceedings from Escuela Libre de Derecho, and
- Bachelor’s Degree in Law from Universidad Iberoamericana.
TEACHING EXPERIENCE:
For the past 5 years, Javier has been a professor of “Juicio de Amparo (Amparo Proceedings)” at the Universidad Panamericana, Mexico City.
In previous years, he was a professor of the class “Legal Argumentation” at the Universidad Iberoamericana, Mexico City.
He has also been a lecturer in several diploma courses on the Amparo Proceedings of the Supreme Court of Justice of the Nation, teaching classes nationwide.
PUBLICATIONS AND ACKNOWLEDGMENT:
In his career, Javier has published several opinion articles on Amparo Proceedings, Human Rights, antitrust, telecommunications and radio broadcasting, in national and international magazines, among which the following stand out: (i) Thomson reuters, (ii) Universidad de Buenos Aires, Argentina and (iii) Jurídica Ibero.

Tania Escobar Villicaña
Tania graduated Law School in the Universidad Nacional Autónoma de México, where she also obtained the Tax Law Diploma.
Her work focuses on developing, designing, and implementing legal strategies in various Administrative, Tax, and Social Security matters. She also coordinates proceedings before the Federal Judiciary courts and the Federal Administrative Courts, among others. She also has extensive experience in consulting with authorities such as COFEPRIS, IMSS, INFONAVIT, PROFECO, and STPS, among others.
Before joining the team, she worked as an associate at the distinguished “Bufete Yllanes Ramos,”.
